Yes, some of the money can be used to support workforce capacity.
It is encouraged that a lead partner is identified but it is also possible for two partner agencies to share the lead role.
If a trusted partner knows and has good connections with a community and has the skills to complete meaningful engagement this is ideal. Commissioning out the community engagement to an agency with the right links and skills could also be a way forward.
